Naga City, Bicol, Philippines – A-PAD Philippines, through its partner organization for research and module development, Central Bicol State University of Agriculture (CBSUA) Graduate School, introduces Business Continuity to A-PAD Ph members, namely: Tarabang para sa Bicol, Inc. (TABI); Metro Naga Chamber of Commerce and Industry (MNCCI); and Metro Naga Development Council (MNDC), on July 14, 2016 at Regent Hotel and Convention Center.

The orientation-workshop is an attempt to lay the initial groundwork for research towards the development of a training module on Business Continuity Planning (BCP) for Micro-Small-Medium Enterprises (MSMEs). A-PAD Philippines aims to enhance the DRR capacities and functions of the business sector through BCP that is based on the specific needs of local MSMEs.

Dr. Yolanda Agawa, the Center Director for DRR & CCA of CBSUA Graduate School, underscores the importance of understanding the current situation of MSMEs in the context of disaster resiliency.

Members of MNCCI identify challenges in business operations during disasters. Mr. Gilbert Albero, the president of the business chamber, talks about the disruption in the supply chain during disasters and lack of programs in managing business risks for MSMEs. Raising his concern on the coordination of private sector and the government, Mr. Albero also wants to know the available support for MSMEs in the local NDRRM plans.

To understand the process of DRRM and how it is linked to overall development of MSMEs, CBSUA and TRIAS Philippines present concepts and input on Business Continuity to the participants during the morning session.

Dr. Agawa provides an overview on the basic concepts and frameworks of Disaster Risk Reduction and Management, Climate Change Adaptation, and Sustainable Livelihood.  She explains how the relationships between assets, the vulnerability context, and the institutional context determine livelihood strategies which are beneficial for MSMEs.

TRIAS Philippines, a country program of TRIAS international NGO on development work in Belgium, shares an ongoing study on Small Scale Enterprise (SSE) Disaster Resiliency Trajectory Framework and Assessment Tool. It allows enterprises to assess business risks, thereby coming up with strategies and disaster resiliency plan.

In the afternoon session, Mr. Arthur B. Estrella, the Director for Research of CBSUA, facilitates a workshop on the impacts of risks to MSMEs. MNCCI, with the MNDC and other LGUs as observers, identifies natural hazards and business risks based on their experience.  The members of the chamber, which is mostly composed of MSMEs, also indicate the corresponding effects and their coping mechanisms for such hazards.

Mr. Estrella imparts the required knowledge and skills on the identified risks to MSMEs. He encourages the MSMEs to engage in capacity-building efforts to develop business resiliency.

Linking DRR experts and the local government units DRRM plan to the private sector, A-PAD Philippines promotes a holistic approach on disaster resiliency among the private sector to enable all sectors to contribute in a rapid disaster response and recovery.
