NAGA CITY , July 13 — The Asia Pacific Alliance for Disaster Management (A-PAD) Philippines set another record when it launched its first regional cross-sectoral and private sector led regional platform in Bicol, Friday at the Avenue Plaza Hotel here, with key national and regional stakeholders in attendance.
No less than the Program Coordinator at A-PAD Management Office Midori Yajima graced the occasion. She conveyed the message from the Embassy of Japan in the Philippines expressing its congratulations to A-PAD for its memorial launching of A-PAD Philippines- Bicol Regional Platform.

Philippine Disaster Resilience Foundation (PDRF) President Rene “Butch” Meily also lauded the A-PAD Metro Naga’s exemplary efforts to make a difference in terms of disaster response, engaging other business sectors to take an active part in this endeavor.

“The main message is we’re all in this together, just like what Mayor (John Bongat) said, and we’re stronger when we work together. We are forming this platform of A-PAD Philippines and starting here in Naga because this is a good area to pilot this project. We are so proud of this nationwide initiative that A-PAD is bolstering,” Meily conveyed.
Metro Naga Chamber of Commerce and Industry (MNCCI), Inc. President Ferdinand Sia also expressed A-PAD Metro Naga’s desire to share its milestones and be a part of the effort in enhancing the resiliency of every community, particularly here in the Bicol region.
“Our group anchored our promise to serve on a framework of collaboration and cooperation, pooling of efforts and sharing of resources between the government, private sectors, and civil society organizations. Accordingly, we discussed and resolved our platform of cooperation and partnership, discussed the roles of each stakeholder and planned ahead our future activities,” Sia added.
A-PAD Bicol Regional Platform Launching is supported by the Ministry of Foreign Affairs of the Government of Japan through the Asia Pacific Alliance for Disaster Management. The launching is part of the Bicol Business Month Celebration of the Metro Naga Chamber of Commerce and Industry (MNCCI), Inc.
A-PAD was first formed in Tokyo, Japan in 2011 during the Asia Pacific Relief Summit where leaders of multi-sector actors from different countries agreed to create a framework for action in times of disaster. A-PAD currently has members from six countries – Bangladesh, Indonesia, Japan, Korea, Sri Lanka, and the Philippines.
In the Philippines, A-PAD is jointly convened by the Citizen’s Disaster Response Center (CDRC) and the Philippine Disaster Resilience Foundation (PDRF). CDRC is a non-government organization that pioneered and continues to promote community-based disaster management through its 16 regional centers in the Philippines. PDRF is the country’s major private sector vehicle and coordinator for disaster risk reduction and management.
A-PAD Bicol is a cross-sectoral and private sector led regional platform for coordination and collaboration towards community disaster resilience composed of the Metro Naga Chamber of Commerce and Industry (MNCCI), the Tarabang Para sa Bicol, Inc. (TABI), Metro Naga Development Council (MNDC), Mariners Polytechnic Colleges (MPC), Central Bicol State University of Agriculture (CBSUA), Philippine Information Agency (PIA- Camarines Sur), Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Camarines Sur Chapter City Government of Naga through the City Disaster Risk Reduction Management Office (CDRRMO), United Church of Christ in the Philippines – Bicol, Office of Civil Defense Bicol, Philippine Chamber of Commerce and Industry – Albay, Tabaco Chamber of Commerce and Industry, Camarines Norte Chamber of Commerce and Industry, and Rinconada Chamber of Commerce and Industry.
