Bantayan Island, Cebu – A-PAD Philippines, through Citizens Disaster Response Center (CDRC), Philippine Disaster Resilience Foundation (PDRF), and the regional center of CDRC in Cebu, Cebu-Bohol Relief Rehabilitation Center (CRRC), held its first (in Visayas) Disaster Risk Reduction Management (DRRM) Orientation and Business Continuity Planning (BCP) Workshop on September 28-30, 2016 at Beach Placid Multi-Venue Inc., Sta. Fe, Bantayan Island. Bantayan Island is one of the few selected areas for the series of BCP workshop that are being conducted nationwide by A-PAD Philippines for its program on building the disaster resilience of Micro, Small, and Medium Enterprises (MSMEs) and the communities where they are located.

About 30 participants from the Local Government Unit (LGU) and MSMEs in Bantayan Island and other municipalities of North Cebu joined the workshop, which was organized in cooperation with Department of Trade and Industry (DTI), and Cebu Chamber of Commerce Incorporated (CCCI).

Executive Assistant of Provincial Disaster Risk Reduction Management Office (PDRRMO) Julius Regner represented Province of Cebu Governor Hilario Davide III who acknowledged the importance of working towards resiliency of Bantayan Island through close coordination among all sectors.

When typhoon Yolanda hit last November 8, 2013, the island has been struck down affecting 95-98% of homes and establishments. When the island suffered the devastating impact of the supertyphoon, the only sources of food were coconut trees and chicken poultry houses that were destroyed by the storm. One of the island’s major industries is poultry.

The participants for the DRRM and BCP Workshop consist of poultry owners, resort owners, hardware owners, and fisherfolks association in Bantayan Island. These local enterprises are the main source of livelihood in Bantayan and among the affected population when typhoons hit the island.

DTI Region VII Director Asteria Caberte’s, through DTI Chief of Business Development Division Victoria Diaz, expressed the government’s commitment to work hand in hand with the local business community to find solutions that would enable them to maintain its operations in times of calamity. She also mentioned that the Business Continuity Planning workshop for MSMEs is a first in Northern Cebu, specifically, in Bantayan Island.

CCCI Bantayan Chapter President Maia Becker also gave her solidarity message in which she thanked A-PAD for providing DRRM orientation and Business Continuity education to the local enterprises of Bantayan Island.

A-PAD Philippines National Project Staff Kim Leduna, introduced A-PAD and its activities and presented the rationale and scope of the BCP program for Philippine MSMEs. Ms. Leduna gave a DRRM orientation, emphasizing that it is one of the required knowledge in Business Continuity Planning. DRRM, according to her, starts with identifying risks within the area or community which is useful in business continuity planning of local enterprises.  To give leverage on the importance of building capacity through the workshop, Leduna gave a brief discussion on disaster situation.

The highlight of her presentation was on the vital role of the private sector in economic recovery of the community. She elaborated that the impacts of disaster to MSMEs are aggravated since they operate within the affected area wherein the supply of goods get disrupted. The participants were encouraged to take advantage of the workshop to explore how community stakeholders can cooperate and work towards resiliency.

A-PAD Philippines Regional Project Coordinator for Visayas Nile Dame Daño shared that Bantayan was chosen to be the pilot BCP Workshop area in Visayas specifically in Cebu since Northern Cebu industries are the most affected every time typhoon comes.

Ms. Belinda Bayron, Research Statistic and Planning Staff of Provincial Disaster Risk Reduction and Management Office – Region 7, discussed Republic Act (RA) Act No. 1012. She also stated that an integrated approach especially among LGUs, private sectors, and MSMEs is needed to lessen the vulnerability to disasters.

Ms. Angeline Pauline Gonzales, Chief of the Consumer Protection Division DTI7 Negros Oriental & DTI 7’s Focal Person for Disaster Resiliency for SME’s, presented the MSME Situation and National Development Plans. She said that DTI identifies the need for raising public awareness on BCP especially for MSMEs and removing obstacles to development plans.

CDRC Training Coordinator Teresa Quinawayan is tasked to give the Basic Concept of DRRM and Community-Based Disaster Management (CBDM) Overview. She then talked about Community Risk Assessment (CRA). CRA is a process that should be included in planning. This process includes the identification of vulnerable sectors and the resources and capacity of the community.

The last activity for the first day of the workshop was to identify the hazards, the elements at risks, and the resources and capacity of their communities using the map that would serve as their hazard map.

On the second day, Ms. Rhiza Nery, the Business Continuity Program Manager of PDRF, introduced PDRF and provided an overview of Business Continuity Framework. She discussed the concept of Business Continuity (BC), stating that BC includes the documented procedures that guide organizations to respond, recover, resume to a pre-defined level of operation after a disruption. Ms. Nery discussed the Asia-Pacific Economic Cooperation’s Guidebook of Simple Standards for Business Continuity and the 1-page BCP Roadmap. The participants were instructed to create a BCP Roadmap for their businesses.

On the third day, the participants presented the BCP Roadmap of their businesses. Ms. Nery mentored each participant on their roadmap. She emphasized that businesses owners should seek help from LGUs in terms of increasing adaptive capacity of enterprises in the region.

“Continuity planning is very important not only businesses, family, or individuals but for the entire community. With BCP, the dependencies will be identified and strategies will be studied”, she said.

Before the program ends, Ms. Leduna provided a synthesis of the three-day training. She highlighted the key points of the workshop:

• Local enterprises must continue business operations even during disaster
• High vulnerability and low capacity would lead to disaster
• Failing to prepare is preparing to fail
• The BCP workshop as a capacity-building effort for strengthening MSMEs’ disaster resilience
• Strong local enterprises have greater chances to recover faster
• Way forward: Sustainable alliance among LGU, business sectors, and civil society organizations
• Work together by identifying collaboration points and having pre-agreement for cooperation and collaboration among community stakeholders to work with DRRM efforts

She also introduced the A-PAD Philippines Memorandum of Understanding (MOU) to the participants. It was noted that the objective of the MOU is to facilitate the collaboration of efforts between CDRC and MSMEs under the National Platform in peacetime disaster preparedness activities as well as in the event that a large-scale natural disaster occurs or if there is an imminent danger of one occurring.
