During the Central Luzon league of the Department of Trade and Industry (DTI) – Regional Business Forum (RBF) initiated activity last 10 May 2018 at the Century Park Hotel in Angeles City, Pampanga, the participants agreed to prioritize the activity per roadmap on the “Roadmap and action plan for strengthening the micro, small, and medium enterprises (MSMEs) in the Philippines:”
Roadmap theme I: Enhancing MSMEs General and Disaster Risk Data
Priority activity: Intensify information dissemination on micro insurance and available
risk financing services
Roadmap theme II: DRRM Awareness and BCM Training
Priority activity: Capacity building on financial providers on DRRM
Roadmap theme III: Tailored Risk Financing for MSMEs
Priority activity: Formulate policy framework on access to disaster recovery financing for MSMEs
Roadmap theme IV: Inclusion in DRRM and CCA policy, planning, and local institutions
Priority activity: Promote micro insurance at the barangay level
Given the priority activities for the different themes or roadmap chosen by the participants, DTI Undersecretary for Regional Operations Group Ms. Zenaida C. Maglaya told the audience to take into special consideration business continuity. She said: “It is necessary for MSMEs to develop business continuity management practices and innovations and business continuity plans to strengthen their disaster resilience.”
Ms. Veronica T. Gabaldon, Executive Director, Philippine Disaster Resilience Foundation expounded USec. Maglaya’s statement and reiterated the need for a multi-sectoral approach, she told the crowd “…to better prepare during emergency and disaster, and to prepare for it, it is important to understand the multi-sectoral platform dahil tayo ay part ng (because we are part of the) supply chain and 99% of our economy are MSMEs.”
Regional hazards and enhancing mitigation and prevention
Dr. Renato U. Solidum, Jr., Undersecretary, Disaster Risk Reduction and Climate Change Adaptation, Department of Science and Technology discussed the natural hazards in Region III: “…on the average only one tropical cyclone per year cross the region but we should be flood and lahar ready,” he concluded.
In the context of various natural hazards in the region, the strategic plan of the Office of Civil Defense (OCD) in Region III in the next five years is “…to increase our prevention and mitigation, and preparedness,” said Marlou Salazar, OCD regional director.
The whole-day event ended with a firm and friendly reminder that: a.) good practices should be shared b.) high-risk areas where MSMEs concentrate should be given consideration c.) mainstream capacity building activities (i.e., BCP) d.) pooling of resources, among others.
Asia Pacific Alliance for Disaster Management – Philippines (A-PAD Ph) joined the “Business Forum on MSMEs Development and Disaster Resilience.” A-PAD Ph is one of the partners of the Department of Trade and Industry (DTI) in promoting business resiliency among micro, small, and medium enterprises (MSMEs) in the Philippines.
